StolenOrNot.com – a way to find out if something is stolen.

Brevity is key here; Buying stolen property is illegal in and of itself.
I purchased StolenOrNot.com to create a social network helping people locate and reacquire their stolen property. Having had hundreds of CD’s stolen from my car [when CD's were popular], I was frustrated with the fact that they were going to be pawned, or thrown away instead of returned… “Did you really need my girlfriends Celine Dion CD?”
So, years later, I purchased the domain but have yet to do anything with it. I’m looking for someone to code a quick and dirty web 2.0 style website where people can submit the information related to the theft, and indentifying material… Serial Number, Color, Locatin of Theft, who you might suspect. When someone is about to purchase something, like on eBay.com, it would be prudent to visit StolenOrNot.com and do a search.
